Project audit

DESCRIPTION:

The activity provides for ongoing audits and a final audit of the project and the project partners. The ongoing project audit will cover the interim reporting period of the project activities carried out and will accompany each interim project report. The final audit will cover the verification of activities and expenditures for the entire project period from the signing of the PFP to the date of completion of project expenditures. The final audit will also be done both for the project as a whole and for each of the partners.

The project audit will be carried out through document review (documentary inspection) and on-site inspection of all activities for which this is appropriate. The audit of the project will be financial (invoices and other cost-justifying documents, payment orders, statements) and technical (verification of information and communication activities, supplies and services by reviewing reports, handover protocols, on-site inspections of actual deliveries etc. suitable). For each performed audit, according to its type - current or final - a report on the performed audit will be drawn up and certified by the auditor.

 

WAY OF IMPLEMENTATION:

The audit activities will be carried out by a team external to the applicant and the partners, by conducting a procedure for awarding a public contract and concluding a service contract with the subject: "Current and final audit of a project "Introduction of municipal schemes for separate collection and recycling of waste on the territory of Smolyan Municipality and Banite Municipality".

The project audit will be ongoing at the submission of each interim payment request (including partner audit) and final (again including partner audit). The audit will be carried out as a result of a contract concluded with an independent licensed auditor after a lawful procedure for awarding a public contract. For each performed audit of the project and partners, the contractor will prepare and certify a report in which it will describe the period and basis of the audit, the subject and object of the audit, a description of the audit methods (verification by documents and/or on-site inspections), conclusion and, if necessary, I will also present attached evidence.

 

RESULT:

As a result of the performance of the activity:

• a lawful procedure for awarding a public contract for the selection of a licensed auditor for a project will be conducted;
• a contract will be concluded with a contractor for the activities of the current and final audit of the project;
• approximately five ongoing audits of the project and the project partners will be carried out, one per quarter after the start of the activity until the deadline for project implementation, and five audit reports will be prepared;
• a final audit of the project and the project partners will be carried out and a final audit report will be prepared and certified.
