The general objective of the project is to improve the management of waste at the municipal level and its use as a resource, by implementing schemes for separate collection and recycling of waste, applying the principles of the circular economy and using know-how from Norwegian partners.

The specific objectives of the project are related to:

  • introduction of a scheme for separate collection and recycling of construction waste in the Municipality of Smolyan and prevention of the landfilling of about 100t. construction waste the first year after completion of project activities;
  • introduction of a scheme for separate collection and recycling of waste from end-of-use tires and prevention of the landfilling of about 17 tons of waste from end-of-use tires in the first year after the completion of the project;
  • introduction of a scheme for separate collection and utilization of biodegradable waste from households in the Municipality of Smolyan (covering 150 households);
  • introduction of a scheme for separate collection and recycling of paper, cardboard and glass (covering 1200 households);
  • introduction of a scheme for separate collection and utilization of biodegradable waste from households in Banite Municipality (covers 50 households);
  • development of a model for the generation and trends in the recovery of waste in the context of the principles of the circular economy and increasing the knowledge of the target groups about the various advantages of the circular economy, the benefits for the protection of the environment, the health and the life of the population.


The project includes the development of an analysis of good practices related to the introduction of measures for the separate collection and recycling of waste in the context of the principles of the circular economy. The analysis will be developed based on the experience of the project partner from Norway and will present trends and mechanisms suitable for introducing the principles of the circular economy in Bulgarian municipalities. It is envisaged, based on the analysis of good practices, in one with information from the morphological analyzes and an additional conducted empirical study, to develop a Model for the generation and trends in the recovery of waste in the context of the principles of the circular economy. The project envisages the introduction of five main schemes for the separate collection and recycling of waste, as follows:

In Smolyan Municipality

  • scheme for separate collection and recycling of construction waste;
  • a scheme for separate collection and recycling of end-of-life tire waste;
  • scheme for separate collection and utilization of biodegradable household waste.
     

In Banite Municipality

  • scheme for separate collection and recycling of paper, cardboard and glass;
  • scheme for separate collection and utilization of biodegradable household waste.

In order to popularize and disseminate information about the introduced schemes, their benefits and ways of using them by citizens, the organization and implementation of informational campaigns among the target groups of the project is foreseen. Under the project, trips will be made to exchange experience in introducing the principles of the circular economy. Project management activities, mandatory information and communication measures and project audit will also be carried out.
